So I backed up the user's email into a PST file, then completed deleted the user's Exchange account. Then I checked the event log, there are lots event 3005 error logged. SSL is configured but not required. Found the answer elsewhere but make sure the SSL and authentication settings are correct on the exchange-oma virtual directory in IIS. If the problem persists, contact your administrator. I have followed all the possible KBs from MS and even added the blank header in IIS. On the handheld I get I have setup this server about 9 month ago and it works well with outlook users.
